Dialing Instructions to Mexico - Effective November 4, 2006:
The Mexican Telecommunication Ministry has implemented a per minute surcharge on all calls made to a Mexican mobile number. Effective November 4th, all calls terminating to a Mexican mobile number, will use the new dialing string of 011-521. Dialing instructions for calls to Mexico land lines do not change from 011-52.
